New Orleans prepares to invade St. Bernard – Part 2: What do we know about this law?

By now you have surely seen the notice titled HLS 25RS-21 announcing someone’s intention to introduce a law that would allow New Orleans expand into St. Bernard Parish.

Why was this notice published? Article 3, Section 13 of the Louisiana Constitution requires such a publication. Section 13 specifically declares that ” no local or special law shall be enacted unless notice of the intent to introduce a bill to enact such a law has been published on two separate days, without cost to the state, in the official journal of the locality where the matter to be affected is situated. The last day of publication shall be at least thirty days prior to introduction of the bill. The notice shall state the substance of the contemplated law, and every such bill shall recite that notice has been given.” So we know why the publication was issued – they had to. Whoever is behind this had to publish the notice to comply with some procedural requirements.

What else do we know about this proposed law? Not much. We inquired with various staff members of the state legislature. All we could find out is that the information and documents related to HLS 2RS-21 are not public records yet. Can you find out who is sponsoring this bill? No! Can you find out what the bill says? No!
